Ministry of Interior: Ministerial Decision 16/2023 Issuing the Financial System for the Expenses, Disbursements, and Tenders of the Elections of the Members of Majlis Al-Shura and the Municipal Councils

Based on the Majlis Al-Shura Elections Law promulgated by Royal Decree 58/2013,

the Municipal Councils Law promulgated by Royal Decree 126/2020,

and the Law of Majlis Oman promulgated by Royal Decree 7/2021,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached system shall apply in regard to the expenses, disbursements, and tenders of the elections of the members of Majlis Al-Shura and the municipal councils.

Article II

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 5/2023 Ratifying the Protocol Amending the Agreement between the Government of the Sultanate of Oman and the Government of the Republic of Türkiye for Air Services

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Protocol Amending the Agreement between the Government of the Sultanate of Oman and the Government of the Republic of Türkiye for Air Services signed in Montreal on 29 September 2022,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned protocol is hereby ratified in the form attached.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Based on the Insurance Companies Law promulgated by Royal Decree 12/79,

Royal Decree 90/2004 Transferring the Competences of Insurance from the Ministry of Commerce, Industry, and Investment Promotion to the Capital Market Authority,

and the approval of the Board of Directors of the Capital Market Authority,

and in pursuance of public interest,

it is hereby decided

Article I

The attached Standard Credit Life Insurance Policy Form shall apply.

Article II

This decision shall be published in the Official Gazette, and comes into force after 60 (sixty) days from the date of its publication.

Royal Decree 4/2023 Approving the Accession of the Sultanate of Oman to the Protocol to Amend the Convention on Offences and Certain Other Acts Committed on Board Aircraft

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Protocol to Amend the Convention on Offences and Certain Other Acts Committed on Board Aircraft done at Montreal on 4 April 2014,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the Protocol to Amend the Convention on Offences and Certain Other Acts Committed on Board Aircraft is hereby approved in the form attached.

Article II

The competent authorities shall deposit the instrument of accession to the aforementioned Protocol in accordance with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Ministry of Health: Ministerial Decision 5/2023 Replacing the Schedule of Communicable Diseases Attached to the Law on the Control of Communicable Diseases

Arabic

Based on the Law on the Control of Communicable Diseases promulgated by Royal Decree 73/92,

and Ministerial Decision 127/2013 Replacing the Schedule of Communicable Diseases Attached to the Law on the Control of Communicable Diseases,

and in pursuance of public interest,

it is hereby decided

Article I

The Schedule of Communicable Diseases attached to the aforementioned Law on the Control of Communicable Diseases is hereby replaced with the attached schedule.

Article II

The aforementioned Ministerial Decision 127/2013 is hereby repealed, as well as all that is contrary to this decision or in conflict with its provisions.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 3/2023 Declaring Public Benefit Status for the Project to Construct a Dam to Protect against Flood Risks in Wadi Annar and River Training at Salalah Port in the Governorate of Dhofar

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Law on the Expropriation for Public Benefit promulgated by Royal Decree 64/78,

and in pursuance of public interest,

have decreed as follows

Article I

The project for the construction of a dam to protect against flood risks in Wadi Annar and river training at Salalah Port in the Governorate of Dhofar—specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article II

The competent entities may seize, through direct execution, real estate and land necessary for the aforementioned project, and all establishments on them, in accordance with the provisions of the aforementioned Law on the Expropriation for Public Benefit.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

and the Law on the Expropriation for Public Benefit promulgated by Royal Decree 64/78,

and in pursuance of public interest,

have decreed as follows

Article I

The project for the construction of a dam to protect against flood risks in Wadi Adnoub (A1B) in the Wilayat of Salalah in the Governorate of Dhofar—specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article II

The competent entities may seize, through direct execution, real estate and land necessary for the aforementioned project, and all establishments on them, in accordance with the provisions of the aforementioned Law on the Expropriation for Public Benefit.

Royal Decree 1/2023 Ratifying the General Budget of the State for Fiscal Year 2023

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Financial Law promulgated by Royal Decree 47/98,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The General Budget of the State for Fiscal Year 2023 is hereby ratified in accordance with the attached tables.

Article II

All units of the administrative apparatus of the state and other public legal persons shall implement the provisions of this decree each within its competence.

Article III

This decree shall be published in the Official Gazette and comes into force on 1 January 2023.

Ministry of Interior: Ministerial Decision 3/2023 Abolishing Niyabat and Administrative Centres and Amending the Administrative Level for a Number of Niyabat

Arabic

Based on the System of Governorates promulgated by Royal Decree 36/2022,

and in pursuance of public interest,

It is hereby decided

Article I

Niyabat and administrative centres in the wilayat shown in the attached annexes 1 and 2 are hereby abolished.

Article II

The administrative level of the niyabat shown in the attached annex 3 is hereby amended to be at the level of administrative centres.

Article III

All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.

Article IV

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
