We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 54/74 Establishing the Diwan of Protocol of His Majesty the Sultan,

and Royal Decree 45/80 Adopting the Organisational Structure of the Diwan of Protocol and its amendments,

and in pursuance of public interest,

have decreed as follows

Article 1

The name “Diwan of Royal Court Affairs” is hereby adopted for the Diwan of Protocol established by the mentioned Royal Decree 54/74, and all previous names to the contrary are hereby repealed.

Article 2

The competent entities shall make the necessary drafting amendments to the organisational structure of the diwan in accordance with the text of the previous article.

Article 3

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and Royal Decree 79/81 Forming the Commercial Dispute Resolution Tribunal,

and in pursuance of public interest,

have decreed as follows

Article 1

The appointment of the three judges nominated for membership of the Commercial Dispute Resolution Tribunal is hereby approved.

Article 2

The president of the tribunal shall undertake the necessary measures to implement this decree in coordination with the competent entities in the state.

Article 3

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Ambassador Mohammed Hassan Ali—Our ambassador to the French Republic—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of the Sultanate to the Portuguese Republic.

and the Police Law 5/73,

and in pursuance of public interest,

have decreed as follows

In the application of article 3 of the mentioned Police Law, the designations and ranks of the police force units and their personnel shall be determined by virtue of orders issued by Us to the Commander of the Police.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The mentioned Agreement of Principles signed Between the Government of the Sultanate of Oman and the Government of the People’s Democratic Republic of Yemen is hereby ratified.

Royal Decree 16/82 Appointing the Deputy Prime Minister for Financial and Economic Affairs,

and Royal Decree 43/82 Appointing the Deputy Prime Minister for Financial and Economic Affairs as Deputy Chairman of both the Development Council and the Financial Affairs Council,

and in pursuance of public interest,

have decreed as follows

Article 1

The Deputy Prime Minister for Financial and Economic Affairs hereby has the following mandates:

1. Determining the public objectives of economic development through the Development Council.

2. Preparing the financial policy of the state through the Financial Affairs Council.

3. Supervising the work of the Ministry of Finance.

4. Following up on the implementation by ministries and all independent government units of the established public policy in the financial and economic fields.

5. Participating in local, regional, and international financial and economic conferences that serve the interests of the Sultanate, in coordination with the Foreign Ministry.

6. Consolidating financial and economic relations between the Sultanate and the states of the Gulf Cooperation Council, the League of Arab States, and Islamic and friendly states.

7. Compiling research and statistics relating to financial and economic activity in the Sultanate and submitting their results to His Majesty the Sultan.

8. Approving work permits for banking institutions, investment companies, and other companies operating in the field of economic affairs.

9. Exercising other powers stipulated or to be stipulated in special laws.

Article 2

The Deputy Prime Minister for Financial and Economic Affairs shall prepare the Organisational Structure of the financial and economic sector, and a royal decree must be issued to adopt it.

Article 3

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article 4

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and in pursuance of public interest,

have decreed as follows

Article 1

The provisions of the adopted System Regarding Pensions and End of Service Gratuity in the Sultan’s Armed Forces hereby apply. The system must be published by the Ministry of Defence as defence instructions.

Article 2

This system must be funded annually from the budget of the Ministry of Defence in accordance with what is approved by the Deputy Prime Minister for Security and Defence Affairs.

Article 3

The Ministry of Defence shall implement the mentioned system, and the Deputy Prime Minister for Security and Defence Affairs shall issue the necessary decisions for its implementation.

Article 4

The salaries and remuneration prescribed in this system are due in accordance with its provisions from 1 January 1982.

Article 5

All that is contrary to the provisions of this decree and the mentioned adopted system, or in conflict with them, is hereby repealed.

Article 6

This decree must be published in the Official Gazette.
