We, Qaboos bin Said, the Sultan of Oman

after perusal of the Law Governing the Administrative Apparatus of the State 26/75 and its amendments,

after perusal of the Civil Service Law 27/75,

and based on the matters presented by the Minister of State and Wali of Dhofar after its review by the Diwan of Legislation,

have decreed as follows

Article 1

A position with the grade of undersecretary of a ministry is hereby established, reporting to the Minister of State and Wali of Dhofar.

Article 2

Counsellor Yahya Mahfouz Al-Mandhari is hereby transferred from the Foreign Ministry, and appointed Deputy Wali of Dhofar with the grade of undersecretary of a ministry, and the administrative and financial affairs are assigned to him.

Article 3

Those concerned shall implement this decree on the date of its issuance, and it must be published in the Official Gazette.

pursuant to article 3 and 4 of the Omani Nationality Law 1/1972 dated in January 1972,

based on the matters presented by the Deputy Minister of Defence and Minister of Youth Affairs regarding the nomination for the acquisition of Omani nationality,

and based on the long service rendered by the candidates to the Sultanate,

have decreed as follows

Article 2

Salim Shaban, Director General of the Directorate General of Agriculture, is hereby promoted to the grade of undersecretary and appointed Undersecretary of Technical Affairs in the Ministry of Agriculture, Fisheries, Oil, and Minerals.

Article 3

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

and after perusal of the International Telecommunication Convention and the Protocols annexed to it,

and based on the matters presented to Us by the Minister of State for Foreign Affairs,

have decreed as follows

Article 1

The International Telecommunication Convention and the Protocols annexed to it, signed at Malaga-Torremolinos on 25 October 1973, are hereby ratified, with the reservation made by the Sultanate of Oman.

Article 2

The competent entities shall implement this decree, and it must be published in the Official Gazette.

after perusal of Decree 12/76 Establishing the Ministry of Youth Affairs,

after perusal of Decree 21/76 determining the mandates of that ministry,

after perusal of Decree 10/75 Issuing the Law Governing Scouting in the Sultanate,

and in pursuance of public interest in amending some provisions of that law,

have decreed as follows

Article 1

The following articles of the Law Governing Scouting in the Sultanate 10/75 are hereby amended as follows:

1. The last paragraph of article 7, which reads as follows, is repealed:

Except in the meeting after one hour has lapsed, decisions must be unanimous and then submitted to the minister for ratification before publication.

2. Paragraph 13 is added at the end of article 8, which reads as follows:

13. Appointing an advisor to the authority who is academically and technically qualified and experienced in the field of scouting. He has the right to attend the meetings of the board of directors as an observer and does not have the right to vote on the decisions issued by the board.

Article 2

The phrases “Minister of Social Affairs and Labour” and “Ministry of Social Affairs and Labour” are hereby replaced with the phrases “Minister of Youth Affairs” and “Ministry of Youth Affairs” wherever they occur in that law.

Article 3

All that is contrary to this decree is hereby repealed.

Article 4

This decree must be published in the Official Gazette, and comes into force on the date of its publication.
