Royal Decree 57/2019 Appointing Judges to the Supreme Court

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Judicial Authority Law promulgated by Royal Decree 99/90,

and in pursuance of public interest,

have decreed as follows

Article I

The following are hereby appointed judges to the supreme court:

Talib bin Khalifa bin Zayed Al-Maamari.

Said bin Salim bin Ahmed Al-Jabri.

Al-Mukhtaar bin Abdullah bin Issa Al-Harthy.

Dr Al-Fadhel bin Ghusin bin Sinan Al-Hinai.

Ibrahim bin Abdullah bin Hamed Al-Busaidi

Hamed bin Sulaiyim bin Dhuhai Al-Riyami.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 56/2019 Introducing Some Amendments to the Law on Pensions and End of Service Gratuity for Omani Employees of the Diwan of Royal Court

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law on Pensions and End of Service Gratuity for Omani Employees of the Diwan of Royal Court promulgated by Royal Decree 86/96,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments to the aforementioned Law on Pensions and End of Service Gratuity for Omani Employees of the Diwan of Royal Court shall be implemented.  

Article II

All that is contrary to the attached amendments or in conflict with their provisions is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 55/2019 Issuing the Statistics and Information Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Statistic Law promulgated by Royal Decree 29/2001,

Royal Decree 31/2012 Establishing the National Centre for Statistics and Information,

and the System of the National Centre for Statistics and Information  promulgated by Royal Decree 40/2014,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Statistics and Information Law shall apply. 

Article II

The chairman of the board of directors of the National Centre for Statistics and Information shall issue the executive regulation and the decisions necessary for implementing the provisions of the attached law after the approval of the board of directors of the centre, and he shall also issue the National Data Strategy after the approval of the board of directors of the centre and the Council of Ministers, and until they are issued the existing regulations and decisions shall continue to operate to the degree that they do not contradict with the provisions of the attached law. 

Article III

The Statistics Law promulgated by Royal Decree 29/2001 is hereby repealed, as well as every provision contrary to the attached law or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 51/2019 Issuing the Privatisation Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Privatisation Law promulgated by Royal Decree 77/2004,

and the Tender Law promulgated by Royal Decree 36/2008,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Privatisation Law shall apply.

Article II

The chairman of the board of directors of the Public Authority for Privatisation and Partnership shall issue the executive regulation of the attached law within a period not exceeding 1 (one) year from the date of its entry into force, as well as the decisions necessary for implementing its provisions, and until they are issued, the regulations and decisions in force shall continue to operate to the degree that they do not contradict with its provisions.

Article III

The Privatisation Law promulgated by Royal Decree 77/2004 is hereby repealed, as well as every provision contrary to the attached law or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Article II

The Minister of Commerce and Industry shall issue in coordination with the competent bodies the regulations and decisions necessary for implementing the provisions of the attached law.

Article III

Book Five of the Commercial Law is hereby repealed, as well as every provision contrary to or in conflict with the provisions of the attached law.

Article IV

This decree shall be published in the Official Gazette, and comes into force after the lapse of a year from the date of its publication.

the Foreign Capital Investment Law promulgated by Royal Decree 102/94,

the Financial Law promulgated by Royal Decree 47/98,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Foreign Capital Investment Law shall apply.

Article II

The Minister of Commerce and Industry shall issue the executive regulation of the attached law within a period not exceeding 6 (six) months from the date of its entry into force, and shall also issue the necessary decisions for the implementation of its provisions, and until they are issued, the decisions in force shall continue to operate to the degree that they do not contradict with its provisions.

Article III

The benefits, incentives, and guarantees granted to investment projects existing at the time of entry into force of the attached law shall continue until their terms expire, in accordance with the laws and agreements derived from them.

Article IV

The Foreign Capital Investment Law promulgated by Royal Decree 102/94 is hereby repealed, as well as every provision contrary to the attached law or in conflict with its provisions.

Article V

This decree shall be published in the Official Gazette, and comes into force after the lapse of 6 (six) months from the date of its publication.

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Tender Law promulgated by Royal Decree 36/2008,

and the Privatisation Law promulgated by Royal Decree 51/2019,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Public Private Partnership Law shall apply.

Article II

The chairman of the board of directors of the Public Authority for Privatisation and Partnership shall issue the executive regulation of the attached law within a period not exceeding 1 (one) year from the date of its entry into force, as well as the decisions necessary for implementing its provisions.

Article III

All that is contrary to the attached law, or in conflict with its provisions, is hereby repealed.

Royal Decree 54/2019 Establishing the Public Authority for Privatisation and Partnership and Issuing Its System

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Public Authorities and Establishments System promulgated by Royal Decree 116/91,

and Royal Decree 9/2014 Establishing the Omani Authority for Partnership for Development and Issuing Its System.

and in pursuance of public interest,

have decreed as follows

Article I

A public authority named the “Public Authority for Privatisation and Partnership” is hereby established subordinate to the Council of Ministers, and it shall be governed by the provisions of the attached system.

Article II

The Public Authority for Privatisation and Partnership shall enjoy legal personality, as well as financial and administrative independence.

Article III

Assets and allocations of the Omani Authority of Partnership for Development and the Directorate of Privatisation in the General  Directorate of Investments in the Ministry of Finance shall be transferred to the Public Authority for Privatisation and Partnership, as well as all employees of the aforementioned bodies with their same financial grades and entitlements. 

Article IV

The chairman of the board of directors of the Public Authority for Privatisation and Partnership shall issue the regulations and decisions necessary for implementing the provisions of the attached system.

Article V

Royal Decree 9/2014 Establishing the Omani Authority for Partnership for Development and Issuing Its System is hereby repealed as well as all that is contrary to this decree, and the attached system, or in conflict with their provisions.

Article VI

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 48/2019 Approving the Petroleum Agreement between the Government of the Sultanate of Oman, Occidental Oman Block 65 LLC, and Oman Oil Company for Exploration and Production for Block 65

The aforementioned petroleum agreement is hereby approved.

The aforementioned petroleum agreement is hereby approved.
